ETHIC COMMUNICATION 16

We, the undersigned, are members of the International Ethics Commission for Truth in Colombia, as well as other persons from diverse parts of the world, human rights organizations, intellectuals, solidarity groups, and movements for the rights to memory, truth and justice. We have been closely following up on the actions to humanize the war in Colombia, which have been carried out by Colombianas y Colombianos por la Paz, Colombians for Peace, a national and international civil effort led by Senator Piedad Córdoba.

We share the concern publicly expressed by the Moncayo family for the silence and omission displayed by the Colombian government with respect to the decision for the unilateral release of Army Second Corporal PABLO EMILIO MONCAYO CABRERA.

Consequently,

–  We request the national government -headed by President Álvaro Uribe Vélez- guarantee there will be no military, police or related presence, which could put at risk the life, safety and physical integrity of Army Second Corporal PABLO EMILIO MONCAYO CABRERA, his companions, and thee very procedure for the release announced by the FARC-EP.

–  We newly appeal to the Colombian government to immediately initiate a timely dialogue with the family of Professor Gustavo Moncayo, with Senator Piedad Cordoba who leads the Colombians for Peace Movement and the International Committee of the Red Cross (ICRC) to define the necessary logistical matters to reach a satisfactory outcome in the expected release of PABLO EMILIO.

–  Likewise, we request the government to make the presence of Professor Gustavo Moncayo possible in the release of his son PABLO EMILIO.

We express the full availability of some of the undersigned persons to be physically present in the procedures to be agreed upon for this release, which may contribute to its safe realization, if so requested.

We reiterate our disposition and profound concern for the present situation. We also urge the Colombian government to facilitate –and not hinder in any fashion- the release of PABLO EMILIO MONCAYO, which the world is waiting for.

Respectfully
